Need a custom theme made

Looking to have a custom theme developed for Boonex Dolphin 7.0.9 complete with splash page and a mobile option for viewing the website via mobile browser. The mobile browser option is (optional) depending on price. Would need to know price and turnaround time. More details will be provided, as well as, mockups for the theme design when you reply.
