This should be made as a sticky post to the forums (Say at the top of 7.0, top of 6.1, top of Dolphin General and so on) so everyone sees it. It's probably the most popular question out there. I'd even suggest making this the very beginning of the install instructions, you know, at yoursite.com/install/index.php would be a great place for this to make sure everyone sees it.
