Add new Action Block

I created a new page where I have to add an Action Block.

Is there a simple way to create that new Action Block ?

The short answer is no; you have to create the code for the actions block for the page.  Now, there is an actions manager from modzzz in the market that can help with adding and deleting actions from an actions block but you must first create the action block for the page.  The module is: https://www.boonex.com/m/actions-manager-2014-01-03

Thanks geek_girl ..... I have modzzz module already and works pretty well ..... but you need the Action Block before managing the actions (in newly created pages).

Yes, I stated you had to add the actions blocks to the page.  There is no push button for this.  Was this a page you created using the Page Builder in Admin/backend?
