Advance ticket sales for events?

I am building a D7 site for a friend who hosts private events and offers the option to become a member of a club to receive discounts to those events.  I am looking for a way to:

(a) provide "advance ticket sales" on the EVENTS page using PayPal, and

(b) charge an annual "handling fee" to start a membership in addition to a monthly fee (Dolphin only offers "days" to calculate it.

Any assistance would be greatly appreciated.

i would tend to say that this would require a rewrite of the current payment option, as well as customizing the events ticket payment option.
