I would like to inquire about:
Broadcaster 

I want to make posting messages, only the Admins

And are for members only read the messages, and can not answer or write.

Since the module supports membership levels control, you can go to [admin panel -> settings -> membership levels], select all membership levels one by one and turn off the actions named "broadcast messages post", "broadcast messages advanced post". After doing this only admin would be able to broadcast messages via a page in admin panel.

This module affects the functionality of my Event Countdown Mod.  Please help to fix ?

 Can you demonstrate us the problem (provide a test account if required and a direct address of a page where the problem can be seen)? Also why did you decided that broadcaster affects it, does the problem disappear if Broadcaster is uninstalled?
