Dolphin 7.4 has It's single quotation mark problem

The Topic subject of Dolphin 7.4 Forum has a single quotation mark problem ! and there's nothing wrong with the Dolphin 7.3.5 Topic subject.

Please try this sentence in the Topic subject  ->   It's show time

In Dolphin 7.4 will become ->  It\'s show time

In Dolphin 7.3.5 will be ->  It's show time

From my side, it has similar results. As escaping in 7.4 works via from PDO->query method it may depend on the default characters set (see details here http://php.net/manual/en/pdo.quote.php)

In fact, to confirm the problem, I clean installed Dolphin 7.3.5 and 7.4 on the same PC using PHP 5.5.38 and MySQL 5.6.41.
