Can this module be set to work only for certain membership levels?

 Yes.

That's great. Can an option be added to limit how many people can be moderators of a profile by level? Preventing the sharing advantages of higher membership to lots of people of a lower subscription level. If so please contact me privately with a cost and timescale. Thank you.

I don't use the action block on profiles. Is there another way to access this login without having to go to the page builder and throwing on the action block every time I need to?  Thanks.

If you have your site customized to use some other mechanism other than an the normal Actions block then you will have to similarly get the mod customized to integrate into your modified site.
