Membership is not a module, it is a setting

Membership needs to be moved from the Modules section to the Settings section as it is not a module.

That would be easy enough to switch over in Builders >> Admin Menu Builder, except there's already a Membership in Settings; albeit 'Membership Levels'.

It's kind of both.

Admin Panel => Settings => Membership Levels: The actual membership level and permission system.

Admin Panel => Modules => Memberships: Optional module to allow members to purchase levels.

You can still use custom membership levels without offering them to members. For example, create a moderator level with the ability to manage other users' content. Or to limit the amount of actions members can perform in X hours. If you want to sell membership level upgrades to members, you use the module, which adds the membership management options to the user's account.

The module does add some settings, which is why it's under the Modules menu. You can optionally require users to select a paid level in order to join the site, or also offer membership options alongside the original free membership on the join form. The module exposes the membership level system to members.

That explains it.

So without the Membership 'module', we wouldn't have 'Membership Levels' system?

Module Settings

Disable free join.

Enable Standard membership level on "Pay Before Join" form.

Enable Captcha on "Pay Before Join" form.

It is a setting and should be added under the settings area.  I will put in a ticket for it.  Maybe then, we don't forget where a setting is located and hunt for it only to find it under modules.  The title should be changed as well.  Actually, it could be added to Membership Levels settings and it would make sense.  Maybe that is the ticket I will put in, remove Membership from the Modules section and add it to the Settings under Membership Levels.  It is not a module though and does not belong under Modules.

You would. The module is just to allow site members to select and upgrade to a new level (if the level is enabled and has a price set). Without the module, you would set the user's membership level manually by editing their account. So for example, you can have a special moderator level and assign select members to it.

@GG: The settings are for the module, so they are under the module's settings. Advanced Settings should only contain options that are independent of a module. It is a module - it's how you select membership levels to upgrade to: m/membership/index - that's from the membership module.

Usually module has own page with settings, so it's entirely correct now. But it's still some inconsistencies, since setting regarding memberships are in different places, we'll consider place it to the one place in system settings:
