Play and Download Sound

I'm not sure if Dolphin 7.1 does this or not but what would be a really cool feature at least for me. Is the ability to listen to a sound and have the ability to let people download them. Is there anything out there like this or is it something that D7 already does. I'm just not seeing it.

the option is there in the flash app setting in the administration page, but i think you could get into  a lot of trouble if you allow members to download music, due to copyright laws

Ok so I enabled filesharing on my site going through apps. But I do not see anyway to download the song or music any clue?
