When do members start to show in Leaders block?

Today we activated profile rating as a test to see how it is received. We've activated the 'Leaders' block on the Homepage and after rating a few members for testing the block is still not showing up on the page, so I guess there's no/not enough data for it to trigger activated. How many votes need to be logged for this block to start displaying results?

after 3 or more votes on their profile
