Why .FLV are 3-4 times bigger than .Mp4?

In All uploaded videos .FLV files are 3-4 times bigger than .Mp4 files. Is it normal? For example: I uploaded video with size 52 Mb and got flv with size 116 Mb and mp4 with size 28 Mb. It makes viewing video slow.

Is it possible to convert and get flv files with smaller size then file which was uploaded?

Because the 'flash' encoder that is free to use is much older and less efficient then newer codec that you must pay to use. (sorenson spark vs VP6)

But a 'Flash Video Player' can also play h264 video files that have a better file size / quality ratio. The default settings for Dolphin h264 are less then ideal if size and quality are your main concern. (there is a big trade off in time to encode vs quality / size)
