how do i change the colour of the blocks in the action box from blue to whatever and member menu etc

The best way to see what CSS is control what is to turn off CSS caching in the admin.  Then you can use your browser inspection tool to see the classes and IDs and even change them in the browser to see the effect in real time.

never knew that existed  but i figured it out...how do i make a new colour permanent?

Once you know which css file and which class or id, then you just go in and change the css file; remembering to clear the cache in the backend; sometimes it is necessary to clear your browser cache as well.
