Not sure if I've understood your request properly, but if you don't like for users to choose the site avatars you may just turn off it in Admin panel->Modules->Avatar section.

I mean, member has registered and uploaded his picture.

This image is not subject to administrator consent

You don't have to use the avatar module unless you want those funny drawings. By uninstalling the module, a member can add a new profile photo by clicking the thumbnail area or following the information here:

That way all photos must be approved  if you have the options set correctly.
