Administration cache clearing does not work always

It's related to file permission issue, you have to clear the cache using FTP or from CPANEL File Manager. This is a known hosting issue when php apache handler configuration it set to DSO, it should be SUPHP or CGI.

cache folders : cache and cache_public

All other PHP settings on my hosting appear to be fine, although this may be the sole issue.

Can you give an example of a PHP.INI file I can use that only addresses this one issue?  And also where to place it: In the root or in the administration folder? (or both)?

try this in your .htaccess

php_flag magic_quotes_runtime Off 
php_flag magic_quotes_sybase Off

are you in shared hosting or dedicated?

Shared, for now, but I've not enabled anything that would create a load for shared (no video uploading/encoding, no chat, etc).

I can edit the htaccess, but I think my host is also set up to support custom PHP.INI files in any directory, so if there's a way I can do that with just these parameters, would be great.  I'm not familiar with the INI settings or syntax.
