Banning, unbanning, IP Blocking, logins not workin

When I click on the users I have banned, the block that usually shows up does not show up and I cannot see them.

Members who joined before the upgrade, cannot login, it says their passwords and emails do not match

I am the admin of the site, and I can login as admin, but when I try to create a new account from the same computer and IP address, it says my IP address is banned, but then as soon as I go back to login as admin, I can login. 

Other people are also telling me they are getting banned IP issues when they try to join.

the security settings do not make a difference.

Is there someplace in the database I can find these settings and change them?

Please advise.

[edit] this is only for your older members not being able to login..

You need to turn off the spam controls under Tools>Anti Spam Tools

disable zomgbl.spameatingmonkey.net. if you have turned any of these features on.

how do i turn it off for some members and not the others?  so that means those tools aren't really good for anything? what's the point if they don't let anyone login or join?  wtf. ?

I'm not sure why that one is there.

It blocks all not just some.

I only enable the bottom two.
