Finding Developers

Hi, My name is Mark Madsen.  I'm in charge of a large project that has many people and institutions involved in it.  The main bulk of the project will be run through the online community networking site but I am having problems finding developers.  I have been listing the project on craig's list and have only gotten responses from developers in India.  We want to work with someone in the United States or at least someone who's first language is English.

I didn't think it would be very hard at all to find developers for a project that already had a lot of support behind it, but I am being proven wrong.

Can anyone help me find a developer or know of a good route to take to find one?  Any help would be greatly appreciated.
