Yeah i bet it will but you are going to have to use the data migration tool in admin panel.  and if you have any mods and custom template your gonna have to re do those

No, he's correct. You cannot directly upgrade from Dolphin 6.1 to Dolphin 7, due in part to the substantial amount of changes and file structure. To upgrade, you need to install Dolphin 7 in a subdirectory under your current website, install the migration module, and then run it. The migration module migrates your data from your old website to Dolphin 7, and is dependent on your cron job setup. Once the migration process is complete, all your members, photos, groups, etc. will have been transferred over.

Few, if any modifications for Dolphin 6.1 work with Dolphin 7, which means if you are relying on any third party modifications, unless the developer has updated this modification to be compatible with Dolphin 7, you will not be able to use it. Templates from Dolphin 6.1 are also not compatible, as the template system has changed in Dolphin 7.
