Cant edit HTML Block

I could add the html block

I could edit the above but it does not allow me to click in the main body box,

click on Toggle HTML Editor and nothing happens

I downloaded from boonex and ftp the entire Administration folder and still nothing, where I can't enter text on any of the html block on any page ;(

Try to open browser error console and see if there is some error here.

It may give some more clues about the cause of the problem.

 Could you look at your PHP settings or "Audit" section of your admin panel and do a screen shot or copy and paste?

included a photo off the error console, this is logged when i click the "toggle HTML editor"

the entire box is unclickable to enter text.

cant even edit the admin panel/basic setting text box...

-i tried firefox, chrome and IE

-this is the second clone test site I have upgraded to 7.1 and same issue on both.
